The recent nationwide consultation regarding the proposed Kava Bill in Fiji has concluded for the Central Division, revealing significant opposition from some exporters to the establishment of a Fiji Kava Council. This consultation, which took place earlier this month at the Southern Cross Hotel Conference Room, is part of the Ministry of Agriculture’s initiative to create a cohesive legal framework to oversee Fiji’s substantial kava industry.

During the final session, exporters voiced concerns about the potential centralization of authority within the proposed council. Faiyaz Hussien, a representative from Deep Water Imports and Exports, expressed his disapproval of giving the Fiji Kava Council control over export licensing. He acknowledged the ministry’s efforts to form a council aimed at supporting farmers and enhancing cultivation but emphasized that the ministry should retain ultimate authority over export decisions.

Mr. Hussien highlighted the importance of transparency and accountability in the regulatory process, pointing out that similar bodies in other industries have sometimes been misused to promote individual interests, thereby undermining professional standards. He warned that granting the council “absolute authority” could lead to unfair practices.

The government now faces the task of addressing the strong demand among farmers for the council’s establishment while considering the valid concerns raised by exporters who play a vital role in managing Fiji’s kava trade on the global stage. A formal submission opposing the creation of the Fiji Kava Council was presented by Jays Holding PTE Ltd on behalf of various exporter stakeholders.

This situation underscores the need for careful deliberation to ensure that the interests of all parties involved in Fiji’s kava industry are taken into account while striving for a balanced regulatory framework that promotes both growth and fairness.
