The Joyce Aviation (Fiji) Group has publicly called for an independent investigation into the Civil Aviation Authority of Fiji (CAAF), citing allegations of systematic corruption and abuse of power. Tim Joyce, the Group’s managing director and CEO, has accused CAAF of allowing an outdated regulatory system that fosters arbitrary power abuses, which he claims are not aligned with international standards. Joyce emphasized that despite promises made over 16 years ago to align with international norms, particularly those of New Zealand, no significant progress has been achieved.

Some of the alleged abuses include insufficient qualifications of CAAF inspectors, which reportedly led to several accidents that were inadequately investigated by the regulator. In response, CAAF CEO Theresa Lavestam rejected these allegations as unsubstantiated and harmful. Lavestam emphasized that CAAF is committed to its statutory duties, maintaining high safety and security standards, and encouraged grievances to be addressed through official channels rather than media disputes.

No response has been forthcoming from the Ministry of Civil Aviation regarding these allegations.

This issue highlights a broader context of regulatory challenges facing Fiji’s aviation sector. Similar concerns have been raised in the past about aviation standards and regulatory practices, with repeated assurances from government officials that Fiji aligns with International Civil Aviation Organization (ICAO) standards and strict oversight. Efforts are ongoing to modernize Fiji’s aviation laws, reinforcing commitments to international safety standards, reflecting a positive outlook for sector reforms.

The current dispute underscores the importance of transparency and adherence to international standards in maintaining the credibility of Fiji’s aviation industry. An independent inquiry, if pursued, could serve to address these allegations comprehensively and potentially lead to necessary reforms in the aviation regulatory framework, safeguarding the integrity and trust in the sector while protecting its stakeholders.
