The Fiji Independent Commission Against Corruption (FICAC) has completed its assessment of a complaint regarding the hiring of Nurse Practitioner Vakaloloma Mocevakaca Nakarawa, the spouse of suspended Commissioner Dr. Jalesi Nakarawa, within the Fiji Corrections Service (FCS). After a comprehensive review, FICAC concluded that no criminal offense occurred in this appointment.

FICAC determined that the decision to appoint Nakarawa’s spouse was consistent with the authority bestowed upon the FCS Commissioner by Article 130 (7) of the 2013 Constitution, which allows for broad discretion in such appointments. The process followed included public advertisements and interviews with multiple candidates, which adds an element of transparency to the recruitment.

While the findings indicated that no legal violations were present, FICAC emphasized the critical need for caution when exercising discretion, particularly in leadership roles. Perceptions of nepotism, regardless of legality, can damage public trust. Therefore, FICAC recommends that similar future appointments be subjected to independent review by a higher authority, such as the relevant line Minister, to bolster public confidence and transparency.
