The U.S. Department of Justice reported that a Chinese national, Xu Zewei, was apprehended in Italy on July 3 at the U.S. government’s request. According to an indictment unsealed in Texas, Xu, 33, allegedly participated in a series of cyber intrusions between February 2020 and June 2021, targeting sensitive research, including the development of a COVID-19 vaccine by the University of Texas.

The DOJ has accused Xu’s actions of being directed by China’s Ministry of State Security, which allegedly orchestrated efforts to steal COVID-19 research and exploit vulnerabilities in Microsoft email software. The Chinese government has denied involvement in such activities, and Xu’s lawyer has stated that Xu is a victim of mistaken identity, partly due to the commonality of his surname in China and a theft incident involving his mobile phone in 2020.

Currently, Xu, who works as an IT manager in Shanghai, faces extradition proceedings after arriving in Milan for a vacation. He appeared in court recently, where the decision on his extradition to the U.S. will be made. The charges against him include wire fraud, aggravated identity theft, conspiracy to commit wire fraud, and unauthorized access to protected computers. Notably, the DOJ alleged that he was part of a cyber-espionage group known as Hafnium, linked to multiple cyberattacks on U.S. entities, targeting over 60,000 organizations.

This incident underscores the continuing tensions surrounding cybersecurity and the international implications of cybercrimes. The case highlights the need for vigilant cybersecurity measures and strong international cooperation to combat such threats. Despite the serious allegations, the evolving nature of cyber law enforcement and international cooperation may provide a pathway toward greater accountability in cyberspace.
