The longstanding head of the Ministry of Foreign Affairs and Immigration (MFAI) in the Cook Islands, Tepaeru Herrmann, has announced her resignation, marking the end of nearly a decade in leadership. This unexpected move comes amidst continued diplomatic frictions with New Zealand, largely due to the Cook Islands’ recent agreements with China. Herrmann, who has been at the helm since October 2015, is set to officially step down in the first week of October 2025. Her decision was confirmed by Public Service Commissioner Carl Hunter, who noted Herrmann intends to “pursue her other interests.”

The context of Herrmann’s resignation has provoked speculation, particularly regarding the strained relations with New Zealand. The Cook Islands’ alliance with China has led New Zealand to suspend funding amounting to NZ$18.2 million.
