The Public Service Disciplinary Tribunal has mandated the Ministry of Finance to reinstate Ashwin Nand, a civil servant who faced a suspension due to multiple charges. These charges included using a government vehicle to transport alcohol and attempting to enter the vehicle of the Assistant Minister of Finance without permission.
Nand, who served as the manager for macroeconomic forecasting, policy, research, and analysis, was accused of misconduct occurring between December 2023 and February 2024. In its decision, the tribunal directed the Ministry to formally reprimand Nand in writing, specifically addressing his inappropriate actions. The tribunal condemned his decision to consume alcohol during a work trip, damage a colleague’s phone, neglect attendance at meetings, and failing to treat fellow employees with the respect and courtesy they deserve.
Moreover, the tribunal warned that Nand must be informed that any future violations of the code of conduct or additional misconduct could lead to termination. Despite his reinstatement, the decision includes the forfeiture of Nand’s salary, which had been withheld from May 29, 2024. He is required to resume his duties within seven days from the tribunal’s ruling dated December 20.
This ruling highlights the importance of accountability within public service, while also offering an opportunity for Nand to learn from this experience and contribute positively moving forward.
