Bougainville President Ishmael Toroama has voiced a robust condemnation of the recent increase in gun-related violence across the region. In a poignant statement, he emphasized that there can be no excuses for such lawlessness, particularly in a post-conflict area that has experienced significant progress since the civil war ended.

“The recent surge of gun-related violence in Bougainville cannot go unnoticed,” Toroama asserted. He acknowledged that while some violence may be expected in post-conflict regions, the rationale of being a ‘post-conflict region’ cannot justify ongoing violent behaviors. He pointed out that Bougainville has made tremendous strides, having signed the ceasefire agreement in 1997 and achieved significant milestones including the Bougainville Peace Agreement in 2001 and autonomy in 2005.

Toroama maintained that these agreements were instrumental in laying the groundwork for peace and stability. However, he reminded the people that allowing violence to undermine progress would weaken their aspirations for political and economic self-sufficiency. He stressed the need for every Bougainvillean to take responsibility for their actions rather than attributing societal issues solely to their leaders.

“Lawlessness is not a failure of governance alone—it is a failure of individuals to uphold the law and respect one another,” he declared. His call to action encourages Bougainvilleans to become proactive participants in maintaining peace and contributing to their own development.

Notably, Toroama acknowledged the efforts of local leaders in maintaining order, despite the tragic incidents recently reported. He commended their commitment to stability, which contrasts sharply with the violence that has emerged in parts of South and North Bougainville, leading to loss of life and property damage.

It is essential to recognize that Toroama’s message reflects a broader theme of accountability and collective responsibility within communities.
