French Minister for Overseas Manuel Valls is set to visit New Caledonia on February 22 to engage in discussions regarding the territory’s political future. This visit follows a series of preliminary talks held in Paris with various political stakeholders, including both pro-independence and pro-France groups. Valls described these meetings as vital for restoring trust among New Caledonian politicians and for gaining a clearer understanding of the expectations from all parties involved.

The backdrop to this renewed dialogue stems from the tragic events of May 2024, which saw significant riots resulting in 14 fatalities and considerable destruction amounting to an estimated €2.2 billion (US$2.27 billion). In response to the unrest, Valls acknowledged shared responsibilities among local leaders and the French state for the situation that unfolded.

During previous discussions, Valls met multiple times with representatives of all six parties present in New Caledonia’s Congress, emphasizing the importance of resuming the political process. He highlighted that economic recovery is inextricably linked to achieving a political compromise, asserting that a stable economic environment is crucial to preventing any worsening of social tensions.

Additionally, Valls engaged with public accounts minister Amélie de Montchalin to address the “devastated” economy of New Caledonia, focusing on urgent topics such as reforming public services and supporting sectors affected by the riots, notably tourism and the nickel industry. The French government aims to support job recovery efforts and ease the burden on businesses affected by the riots, especially concerning the challenges posed by insurance companies discontinuing “riot risk” coverage.

The discussions also included a commitment to a €1 billion (US$1.03 billion) loan ceiling and a special fund dedicated to rebuilding essential public infrastructure, particularly schools. With students preparing to return to school next week, Valls expressed his determination to ensure that the political discussions lead to actionable outcomes that can pave the way for a more stable and prosperous future for New Caledonia.

Valls, a key political figure with historical ties to New Caledonia through the signing of past accords, intends to explore trilateral meetings that involve all political factions, which he believes is crucial for comprehensive dialogue. His commitment to staying in New Caledonia for an extended period underlines the French government’s willingness to listen and address the complexities of the territory’s aspirations for autonomy and governance.
