The University of the South Pacific (USP) has announced the appointment of Siosiua Tuitalukua Tupou Utoikamanu as its new Pro-Chancellor and Chair of Council. His term will begin on November 27, 2024. The decision was finalized during the Council’s 98th meeting held in Rarotonga, Cook Islands on November 25.
Utoikamanu boasts a distinguished career with over four decades of experience in international development, focusing on public financial management, governance, project management, and consultancy. His extensive work across various Pacific nations, including Tonga, Fiji, and Samoa, showcases his commitment and expertise in the region.
Familiar with USP, Utoikamanu served as the Director of the Pacific Islands Centre for Public Administration (PICPA) from 2012 to 2015. He is also an alumnus of the university, having completed his Preliminary Programme in 1974. His academic achievements are impressive, featuring advanced degrees from reputable institutions such as Birmingham University and Victoria University of Wellington.
His professional affiliations are noteworthy, including memberships in the American Economic Association and the Australia National University’s Asia and the Pacific Policy Society. Emeritus Professor Pat Walsh, the acting Pro-Chancellor and Chair of Council, expressed that USP is fortunate to have someone of Utoikamanu’s caliber leading the institution as it moves into a new developmental phase.
