Ukrainian President Volodymyr Zelenskiy announced on Sunday that he has signed a decree for Ukraine to withdraw from the Ottawa Convention, which prohibits the production and use of anti-personnel mines. This decision comes as a response to ongoing Russian military tactics during the 40-month-long war, marking a significant shift in Ukraine’s defense strategy.

Ukraine had previously ratified the convention in 2005, but Zelenskiy emphasized the need to adapt to the realities of war, noting that Russia has consistently used anti-personnel mines despite not being a party to the convention. He called these tactics a display of “utter cynicism” and a hallmark of “Russian killers.” He expressed that such weaponry is often irreplaceable for defense purposes, as Ukraine seeks to protect its territorial integrity against a relentless opponent.

In surrounding regions, countries like Finland, Poland, and the Baltic states have either exited the convention or indicated their intent to do so, illustrating a trend among nations bordering Russia to reassess their commitments in light of the current conflict.

Zelenskiy’s announcement included a directive to support a proposal from the Ukrainian foreign ministry aimed at this withdrawal strategy, which still requires parliamentary approval. Senior lawmaker Roman Kostenko, who echoed the president’s sentiments, stated that this step is necessary as the Russian military engages in widespread use of mines against both military and civilian targets in Ukraine.

Russia has recently ramped up its offensive operations, leading to discussions around the need for enhanced military capabilities for Ukraine in the face of escalating aggressions.
