Trust Crisis: Fiji’s National Security Review Exposes Troubling Revelations

The National Security and Defence Review indicates a significant lack of public trust in government institutions in Fiji. Home Affairs Minister Pio Tikoduadua made this point following the report’s launch at the Grand Pacific Hotel in Suva.

The review assesses the primary risks to Fiji’s national security, identifying several contributing factors such as the historical impacts of human rights violations following previous coups and the recent spread of illicit drugs, which reportedly involves some police officers.

Professor Satish Chand, the NSDR Editorial Chair, explained that the report is structured into three key sections: an overview of Fiji’s national security framework, an identification of main security threats and challenges, and a set of recommendations for reforming the security sector.

He noted a prevalent misunderstanding regarding national security in the community, stating, “When people hear national security, they often think about the military, guns, or coups.” He emphasized that national security encompasses much more than these elements.

Tikoduadua commented that the report does not shy away from Fiji’s security issues. It stresses that restoring public trust in government institutions, civil society, and the community is vital for national security.

He highlighted the need to rebuild confidence in security agencies, including the Republic of Fiji Military Forces and the Fiji Police Force, emphasizing the importance of accountability, transparency, and civil oversight. Initiatives such as the Police Reset and Restore Blue are seen as critical steps in this trust-building process.

The Minister expressed a commitment to implementing all the review’s recommendations, which focus on enhancing organizational roles, coordination, and democratic decision-making within the security sector.

The NSDR aims to transform Fiji’s national security environment by instilling democratic accountability among its security agencies, specifically the Fiji Police Force and the Republic of Fiji Military Forces, and has been tasked with developing a comprehensive National Security Strategy involving the entire government.
