The iTaukei Land Trust Board (TLTB) has addressed concerns regarding the withholding of $750,000 from the lease premium payment owed to mataqali Nawavatu in Kalabu Village, Naitasiri. This land has been leased to the Government for the construction of a 100-bed Super Special Cardiology Hospital in Nasinu, a significant bilateral project between Fiji and India.

During a recent meeting with members of the mataqali, TLTB provided detailed explanations concerning the transition process of the land’s use and emphasized the comprehensive consultations conducted with elders and trustees prior to the project’s approval. TLTB explained that the premium calculation was determined based on the intended use of the land and its market value, especially since this project is recognized as a matter of national interest.

In addition to the lease payments, TLTB allocated six acres for an empowerment initiative, providing a notable investment opportunity for the mataqali. Several aspects were discussed, including premium valuation, communication, and the consultation processes, culminating in a constructive dialogue where youth members acknowledged their breaches of protocol and expressed apologies.

Previously, concerns were raised by mataqali Nawavatu Youth spokesperson Loata Raibevu, who stated that the entire lease premium of $2.9 million was to be fully disbursed, rather than retaining $750,000 for investment as TLTB had indicated. Raibevu highlighted that they had received $1.4 million before Christmas and expressed dissatisfaction with the changed stance regarding the remaining funds.

In the January 23 meeting, TLTB reiterated its role in boosting landowners’ empowerment and promoting business participation, clarifying the reasons for withholding funds to ensure long-term benefits. Historical data presented showed that approximately $14 million has been distributed to mataqali Nawavatu since 2015, averaging an annual income of $1,720.27 per member.

After TLTB’s statement, Raibevu posted a video on social media urging TLTB to clarify the legality and rationale behind withholding the funds. TLTB has been approached for their response to these claims.

Despite the ongoing discussions, this situation also highlights the importance of transparency and effective communication in similar financial arrangements, ensuring that all parties are aligned for mutual benefit.
