Cary Yan and Gina Zhou, two individuals of Chinese origin, have had their passports revoked by the Marshall Islands government while they were outside the country, which has resulted in their current challenging situation abroad. Originally, Yan and Zhou had claimed they were traveling to Hong Kong for medical treatment for Yan’s heart condition. However, after being transported back from Palau to Manila, they were unable to secure entry into the Philippines. Their situation worsened when they learned that their passports had been revoked without prior notification, leaving them without valid travel documents and uncertain about their next steps. Zhou expressed her distress, stating, “We never received any notice or anything. We don’t have other passports.”

The couple’s legal issues date back to their arrest and extradition to the U.S. in 2022 for orchestrating a bribery scheme aimed at establishing a controversial special economic zone in the Marshall Islands. This scheme involved creating a fictitious United Nations agency to facilitate bribes to local politicians to support their project, which faced strong opposition due to its potential implications for national security as well as concerns regarding foreign influence.
