A law firm based in the Cook Islands, Rokoika Law P.C, has successfully completed the iTaukei Lands and Fisheries Commission (TLFC) Review and has submitted the final report to the Ministry for iTaukei Affairs. The review was spearheaded by Lavi Rokoika, alongside consultants Tevita Vakalalabure and Tevita Bukarau.
The consultation process began on September 2, 2024, and covered 33 venues across all 14 provinces of Fiji, engaging approximately 182,000 Fijians in discussions. The final report presents 14 specific recommendations tailored to each province, as well as two proposed legislative changes: the Native Lands and Fisheries Commission Bill 2025 and the Constitutional Amendment Bill.
Lavi Rokoika expressed gratitude to all community members for their invaluable support in this initiative, stating, “We extend our biggest vinaka vakalevu to the men and women of all 14 provinces of Fiji.” With the submission of this report, the focus now shifts to the Minister and Permanent Secretary for iTaukei Affairs, who are charged with implementing the recommendations and the proposed legislative changes.
Reflecting on the context of the report, the recent discussions undertaken by the TLFC review team echo a broader commitment to improving the management of iTaukei lands and fisheries, as previously highlighted by Minister Ifereimi Vasu. His earlier remarks emphasized the importance of inclusivity and transparency throughout the review process, aiming to ensure that a wide array of voices and perspectives were incorporated, including feedback from the iTaukei diaspora.
This concerted effort illustrates a promising step towards more equitable governance and resource management for the iTaukei community. It holds the potential to enhance the livelihoods of indigenous Fijians and bolster their connection to their land and maritime resources. The proactive engagement and collaboration between the review team and the community is hopeful for fostering sustainable practices that honor cultural heritage while addressing contemporary challenges.
In summary, the completion and submission of the TLFC review report marks a significant milestone for the iTaukei community, setting the stage for future legislative enhancements that align with the aspirations and rights of the indigenous people of Fiji.
