Parmesh Chand, the Permanent Secretary for Civil Service, testified during the tribunal hearing for suspended Director of Public Prosecutions (DPP) Christopher Pryde in Suva. He expressed concern over the unorthodox nature of a lengthy discussion between Pryde and former Attorney-General Aiyaz Sayed-Khaiyum, especially given that Sayed-Khaiyum was under investigation at the time.

Chand noted that both men engaged in a 30-minute conversation during the Emperor’s birthday celebrations at the Japanese Embassy on February 28, 2023. He emphasized that, as a senior public servant, he would have refrained from such a discussion in a potentially compromising context. He articulated that such interactions could easily be misinterpreted, especially given Pryde’s previous subordinate role to Sayed-Khaiyum as Solicitor-General.

Observing the exchange firsthand, Chand described the conversation as intense and uninterrupted, although he was not privy to the content of their discussion. He advised that the DPP should have been particularly cautious, considering the ongoing investigations into Sayed-Khaiyum’s conduct.

The tribunal is currently examining allegations of misconduct and may recommend Pryde’s removal from his position as DPP. Furthermore, it has been reported that on December 4, 2023, Pryde continued to receive a monthly superannuation payment of USD 1000 without the necessary approvals from relevant authorities, raising additional concerns about procedural adherence.

The matter remains unresolved as the tribunal has adjourned pending a later date for further proceedings.

This situation underscores the importance of transparency and integrity within public office. As the tribunal deliberates, it highlights the need for clear protocols to prevent conflicts of interest, ensuring that justice is not only done but also seen to be done in the eyes of the public.
