The Permanent Secretary for Civil Service, Parmesh Chand, testified during the tribunal hearing for Christopher Pryde, the suspended Director of Public Prosecutions (DPP). Chand noted the unusual nature of a lengthy conversation that took place between Pryde and former Attorney-General Aiyaz Sayed-Khaiyum, especially considering Sayed-Khaiyum was under investigation at the time.

During the Emperor’s birthday celebrations at the Japanese Embassy on February 28, 2023, Chand observed the two men engage in a discussion lasting over 30 minutes. He emphasized that, as a senior public servant, he would avoid such situations due to their potential to be perceived negatively. He argued that the nature and timing of the conversation could create a compromised atmosphere, particularly given that Pryde had previously been in a subordinate role to the Attorney-General as Solicitor-General.

Chand further explained that the DPP should have been more cautious, particularly as investigations against Sayed-Khaiyum were ongoing. He confirmed he had witnessed the conversation closely, which appeared intense enough that others did not interrupt them. However, he clarified he did not overhear the content of their discussion.

The tribunal is currently evaluating allegations of misconduct related to Pryde and will advise the President on whether his removal is warranted. Additional context includes that on the same day of the meeting, the Criminal Investigation Department was investigating Sayed-Khaiyum, and it was noted that Pryde had been receiving a monthly superannuation payment of $1,000 without the required approvals from key governmental offices.

As the tribunal’s proceedings continue, this case highlights the importance of transparency and accountability within the legal and political systems. The developments may serve as a pivotal point in ensuring that public officials are held to the highest standards of ethical conduct.
