The Land Transport Authority (LTA) is urging car owners and enthusiasts to adhere to legal requirements regarding vehicle modifications to ensure that changes are made safely, legally, and in accordance with local regulations.

LTA Chief Executive Officer Irimaia Rokosawa emphasized the importance of compliance for maintaining road safety and vehicle standards across Fiji. While modifications can improve a vehicle’s performance and aesthetics, they must align with LTA regulations. “We encourage vehicle owners to pursue legal channels when looking to modify their vehicles. All modifications require prior written approval from the LTA to ensure safety and compliance with legal standards,” Rokosawa stated.

He further mentioned that, although vehicle customizations are popular, it is vital that these alterations comply with regulatory requirements. The LTA aims to ensure that modifications do not endanger either vehicle occupants or the public. Therefore, there are clear legal processes to follow before any changes can be made.

Rokosawa urged car owners to follow the proper procedures to avoid potential penalties, fines, or risks to public safety. “Non-compliance with modification regulations can lead to serious consequences. We advise all vehicle owners to seek approval before making modifications. Our priority is to keep Fiji’s roads safe, starting with ensuring that all vehicles meet required safety standards,” he added.

To comply with LTA regulations, vehicle owners should follow these steps to obtain approval for modifications or enhancements:

1. Identify Required Modifications: Determine which changes need approval, such as bull bars, roof racks, and fog lamps.

2. Prepare Application Documentation:
– A letter outlining the purpose of the modification.
– Equipment specifications and plans.
– Manufacturer specifications or details of factory-fitted parts.
– Photos of the equipment and its installation.

3. Submit Application: Complete the correct application form and submit it to the LTA for approval.

4. Await Approval: Do not proceed with modifications until written approval is received from the LTA.

5. Regular Inspections: Ensure that the modified vehicle complies with safety standards.

Rokosawa warned that those who modify their vehicles without following the LTA’s requirements under Section 38 of the Land Transport (Vehicles Registration and Construction) Regulations 2000 could face substantial fines. Individual offenders might incur a fixed penalty of $75, with a maximum penalty of $1,000 or up to six months in prison. Companies could be fined a fixed penalty of $300, up to a maximum of $2,000 or face a year of imprisonment.

He emphasized that these penalties are crucial for ensuring public safety and adherence to road regulations. Additionally, vehicles with illegal modifications may fail mandatory safety inspections, necessary for continued road use. Owners of non-compliant vehicles could face extra costs to revert illegal modifications or make necessary adjustments to meet LTA standards, adding to their financial burden.

Rokosawa reiterated that vehicle safety is a shared responsibility, and following legal processes and maintaining compliance with LTA regulations can help prevent accidents.
