Russia has stated during peace negotiations that it will only agree to end the ongoing war with Ukraine under strict conditions that include significant territorial concessions and limitations on Ukraine’s military. This was outlined in a document shared by Russian media, showcasing Moscow’s steadfast stance on its war objectives despite international calls for peace, including from U.S. President Donald Trump.
In Istanbul, the delegations held a brief meeting, with no significant progress made on a ceasefire despite the urgency expressed by Kyiv and its allies. Ukraine has consistently refused to accept Russia’s terms, viewing them as unacceptable and akin to surrender.
Ukrainian Defense Minister Rustem Umerov, who led Kyiv’s delegation, indicated that Ukraine has formulated its own peace plan, and plans to review the Russian proposals. The meeting did yield an agreement to exchange prisoners of war, concentrating on younger and severely injured soldiers, and to return the remains of about 12,000 deceased service members.
The Russian memorandum states that any settlement must include international recognition of Crimea and four other regions claimed by Russia, along with demands for Ukraine to adopt a neutral status that precludes NATO membership. Russia’s demands also call for the proper rights of Russian speakers to be protected, a point Ukraine fiercely contests.
Despite the heightened tensions and ongoing military operations—including substantial drone attacks from both sides—there remains a glimmer of hope for peace. President Zelenskiy has emphasized the necessity for more talks and stated that only a discussion between him and President Putin can effectively address the extensive issues at hand.
