The Standing Committee on Social Affairs has recognized the efforts of municipal councils to hold residents of squatter settlements accountable for the costs associated with improper waste disposal. During a recent presentation of the Lautoka City Council’s annual reports for 2015-2017, Committee Chair Iliesa Vanawalu pointed out that some councils have identified these areas as significant contributors to waste mismanagement, where littering occurs without any repercussions for residents who do not pay rent.
Vanawalu expressed optimism about upcoming plans that would include squatter settlement residents in waste management initiatives. “We are pleased to see that you have plans in place for these residents to share the responsibility of waste costs,” he stated.
Lautoka Council CEO Mohammed Anees Khan acknowledged that although this issue is not currently prevalent in Lautoka, the council has established a strategy to address waste collection challenges. He explained that instead of going door-to-door in squatter settlements, the council encourages residents to form committees that designate communal waste collection points. This approach streamlines the collection process, making it more efficient for both the residents and the council.
Khan further noted that the council is collaborating with the Housing Ministry on two ongoing projects aimed at formalizing squatter settlements in Lautoka. Once these projects are completed and handed over to the ministry, it is expected that the settlements will fall under municipal jurisdiction, allowing the council to provide full services and impose city rates. Presently, residents of squatter settlements do not pay these rates.
This proactive approach by the municipal council is a hopeful step towards fostering responsible waste management and engaging all community members in the shared goal of cleanliness and organization. As these plans are implemented, they could lead to a cleaner environment and improved infrastructure for squatter settlements, ultimately enhancing the quality of life for their residents.
