South Korea’s military has experienced a notable reduction, shrinking to 450,000 troops over the past six years, marking a 20% decrease largely attributed to a significant decline in the male population eligible for mandatory service. This demographic shift is influenced by the nation having one of the lowest birthrates in the world. A report released by the South Korean defense ministry highlights the potential operational challenges that may arise from this decline, including a shortfall in the number of officers.

The military size has been decreasing since the early 2000s when it peaked at around 690,000 soldiers. By 2019, this number had dropped to approximately 563,000 active personnel. The defense ministry reported that between 2019 and 2025, the population of 20-year-old males—a key demographic for enlistment—has decreased by 30%, leaving just 230,000 eligible candidates for military service that lasts 18 months.

Despite the reduction in troop numbers, the South Korean defense budget has grown impressively, projected to exceed 61 trillion won (around $43.9 billion) in 2025—larger than North Korea’s estimated total economic size. However, this budget still leaves the military approximately 50,000 troops below a level deemed adequate to maintain defense readiness. The report indicates that the shortfall includes around 21,000 positions in the non-commissioned officer ranks.

Additionally, South Korea is facing demographic challenges with an aging population and the lowest fertility rate globally, expected to decline from a peak population of 51.8 million in 2020 to around 36.2 million by 2072 according to government projections.

This situation underscores the urgency for South Korea to find innovative solutions to bolster its military capacity, potentially through technological advancements and collaborative efforts with allies, particularly the United States. The alliance has already led to improved operational capabilities and a rethinking of defense strategies that may help compensate for the shrinking military size.

Overall, while the decline in military personnel poses challenges, it also presents an opportunity for South Korea to strengthen its defense capabilities through modernization and strategic partnerships.
