The Tertiary Scholarship and Loans Service (TSLS) in Fiji is facing challenges with student compliance regarding travel clearances, as an average of 150 students are being offloaded from flights monthly for failing to secure necessary approvals while under scholarship obligations. TSLS CEO Hasmukh Lal reported that many students, despite being aware of the requirement for a travel clearance, neglect to follow the established protocols in what some officials describe as an attempt to “cheat the system.”

At a recent ceremony in Suva during the handover of Travel and Bond Clearance and Recoveries, Lal reiterated that scholarship terms explicitly require obtaining clearance for overseas travel during the scholarship period. Fiji Revenue and Customs Service CEO Udit Singh echoed the call for increased awareness, emphasizing that students should complete required formalities at least four to five days prior to travel to avoid being caught off guard at the airport.

To improve the clearance process, TSLS has introduced a new Travel and Bond Clearance Portal. This portal is designed to enhance user experience by allowing students to receive travel approvals directly through their accounts, accessible via mobile phones. This advance aims to significantly streamline the application process and mitigate confusion related to travel clearances, as immigration officials and border control teams will also have access to the same portal.

The shift towards digitalizing the approval process reflects a broader commitment by the Fijian government to modernize how student services are delivered, thereby improving operational efficiency. This initiative not only seeks to alleviate issues faced by students traveling under scholarship but also strives for better accountability within the educational system.
