A devastating incident occurred in Scapa Flow, Scotland, where a veteran recreational diver, Paul Smith, 70, tragically lost his life after being struck by the propeller of a boat. The accident took place on September 28, 2023, while he was exploring the wreck of the German battleship SMS Markgraf, a site well-known among diving enthusiasts.

Smith was diving from a support vessel, the Jean Elaine, which was working alongside another dive boat, the Karin. Investigations by the Marine Accident Investigation Board (MAIB) revealed that the skipper of the Karin failed to maintain an adequate lookout, which is crucial in areas with multiple submerged divers. The report identified that the presence of two operational dive boats in the same area heightened risks for divers like Smith.

Scapa Flow is recognized for its historical significance, being the final resting place of numerous shipwrecks from World Wars I and II, including the scuttled German High Seas fleet. The wreck of Markgraf lies at a depth of 45 meters, making it a popular destination for divers seeking to explore its rich history. Recently, the site was designated as a protected area by the Scottish government to preserve its cultural heritage.

On the day of the incident, the Karin was on the sixth day of a week-long charter with ten divers, while the Jean Elaine had twelve divers on board, including Smith and his diving partner. Such charters typically allow for two dives per day before returning to port.

This tragic episode serves as a somber reminder of the importance of safety protocols in recreational diving, particularly when multiple vessels are operating in close proximity. The incident is likely to lead to further scrutiny and discussions regarding safety measures to better protect divers in similar environments.
