American Samoa is taking significant steps to improve maritime safety and operational efficiency by enhancing the translation of ocean science into practical applications. In November 2025, the territory hosted its inaugural national capacity-building event, the “Ocean Science to Service Workshop and Consultation.” This groundbreaking workshop was organized by the American Samoa Weather Service in partnership with the Pacific Community (SPC) and aimed at strengthening local ocean services through regional support.

Elinor Lutu-McMoore, Director of the National Weather Service, highlighted the need for more structured dialogue and training within the marine community, stating that the workshop grew from a recognized demand for collaboration among organizations that depend on ocean data. Attendees included representatives from various sectors, such as the Department of Homeland Security, the American Samoa Coral Reef Advisory Group, the National Marine Sanctuary, and the United States Coast Guard, emphasizing the diverse interests that rely on ocean conditions.

The workshop featured training on tools like the 2025 Tidal Predictions Calendar for Pago Pago, which provides essential information for port operations, helping to ensure safe navigation and efficient coastal planning. Participants also engaged in hands-on training with the Pacific Ocean Portal, an online resource that consolidates historical and real-time ocean data, which is vital for forecasting and marine safety.

The attendees toured the American Samoa Weather Service, learning about the daily routines of forecasting, including the operation of weather balloons that gather atmospheric data critical for enhancing weather forecasts and advisories. The collaborative nature of the event helped bridge gaps between different organizations, underscoring how coordinated efforts can lead to improved safety and resilience for American Samoa’s communities.

Participants walked away not only with enhanced technical skills but also newfound professional relationships that may foster ongoing collaboration.
