Rethinking Justice: Community Service as an Alternative to Incarceration

John Tuiono, the special administrator of NASINU Town Council, is advocating for the implementation of community service as a viable alternative to incarceration, particularly in addressing social issues like littering. He emphasized that this approach should be assessed on a case-by-case basis, allowing for appropriate punishment tailored to each individual situation.

Mr. Tuiono pointed out the need for a shift in public mindset to align with existing laws, noting that the Community Work Act of 1994 provides a legal framework for sentencing individuals to community service. He also referenced the Litter Act of 2008, which empowers litter prevention officers to mandate community service for those who intentionally litter.

He stressed the importance of evaluating cases individually, warning against leniency for repeat offenders. “The good gestures should not be allowed to be abused at the hands of the offenders,” he stated.

The council has already begun implementing instant community work for minor offenses, but Mr. Tuiono believes that residents must take responsibility for managing their waste properly. He urged the community in the Nasinu area to adhere to waste disposal schedules to prevent rubbish from accumulating on streets and outside homes.

Additionally, Mr. Tuiono reiterated the council’s strict stance against illegal dumping, urging stakeholders to provide environmentally friendly disposal methods. He highlighted that property owners are responsible for properly disposing of construction waste and other hazardous materials.
