Prime Minister Sitiveni Rabuka has acknowledged that he did not submit a formal request for the release of former Prime Minister Voreqe Bainimarama and former Commissioner of Police Sitiveni Qiliho to participate in the Republic of Fiji Military Forces (RFMF) Reconciliation and Restoration program. During the reconciliation event last Saturday at Queen Elizabeth Barracks, Rabuka stated that he had hoped for their presence.

However, on Monday, Fiji Corrections Service Commissioner Jalesi Nakarawa clarified that no formal requests had been directed to him regarding the release of the two individuals. According to the Corrections Service Act of 2006, the authority to grant short-term releases lies solely with the Commissioner.

Rabuka further explained the situation, stating, “That’s correct, there was no proper communication. When I arrived at Queen Elizabeth Barracks, I noticed their absence and inquired about their release.” He also emphasized that neither he nor the President holds the power to authorize their release, as this decision rests with the Prison Commissioner based on applications from the inmates or their families.

The Corrections Services Act of 2006 empowers the Commissioner to allow prisoners short-term releases for a variety of purposes, including participation in community programs to aid in their reintegration.

This incident underscores the importance of clear communication between leaders and corrections officials, which could enhance future collaboration in community restoration efforts. It also highlights the processes in place designed to facilitate the rehabilitation of incarcerated individuals, reflecting a commitment to reintegration over mere punishment. This approach can potentially foster a more understanding society, paving the way for healing and reconciliation in Fiji.
