Public Service Shake-Up: What’s Next for Leadership Changes?

The transfer of Selina Kuruleca from the Ministry of Education to the position of Permanent Secretary for Justice signals the start of further changes within the public service, according to Luke Rokovada, chairman of the Public Service Commission (PSC).

In a recent interview in Nadi, Mr. Rokovada emphasized that the reshuffle was a necessary step and clarified that it was not related to performance issues or a directive from the Prime Minister. He stated, “The commission made the decision, with the agreement of the Prime Minister. For all Permanent Secretary postings, appointments, or transfers, the commission decides with the PM’s agreement.”

Ratu Meli Nacuva will serve as Acting Permanent Secretary for Education while maintaining his role as Permanent Secretary for Youth and Sports. Mr. Rokovada highlighted Mr. Nacuva’s extensive experience in public administration and education policy as beneficial for enhancing the quality and accessibility of education.

Regarding the motivations behind the changes, Mr. Rokovada characterized the reshuffle as routine, explaining, “It’s just time for some of them to move around, enjoy a new environment, and contribute to their new organizations.” He noted that the justice position is newly established, and since the search for a suitable candidate through advertising did not yield results, Ms. Kuruleca was deemed a good fit for the role.

Mr. Rokovada addressed concerns regarding Ms. Kuruleca’s lack of experience in the justice sector, asserting that the commission believes her new assignment will effectively utilize her skills and experience. He also mentioned that an Acting Permanent Secretary for Multi-Ethnic Affairs and the Sugar Industry will be appointed soon, following the resignation of Yogesh Karan.
