In a progressive move towards rehabilitation, seven prisoners from Kadavu were given a temporary release from the Naboro and Korovou prisons on August 4, 1985, to participate in a special church service and community gathering organized by local youths in Suva. This initiative was designed to foster a sense of normalcy and community engagement for the inmates, who were welcomed by nearly 200 islanders at a specially constructed shed.
The event included feasting and traditional yaqona drinking, with the Kadavu Choir performing to create a welcoming atmosphere. Senator Qoriniasi Bale, who organized the gathering and is also the Attorney-General and Minister for Justice, highlighted the potential of this approach as a new method of offender treatment. He stated that the aim was to permit prisoners to experience social interaction in a supportive environment, which could play a crucial role in their rehabilitation.
“This is not strictly in accordance with any method recognized by law, but it’s one that the Commissioner of Prisons and I have agreed upon and it’s worth trying out,” Mr. Bale explained. He emphasized the objective of providing a space where prisoners could reflect on their path to respectability and rehabilitation. The success of this meeting might inspire similar initiatives in the future, as Bale suggested that if these efforts yield positive results, they could be formally incorporated into legal frameworks.
This rehabilitation effort mirrors ongoing discussions and initiatives by the Fiji Corrections Service (FCS) regarding the importance of balancing inmate rehabilitation with public safety. Dr. Jalesi Nakarawa, the Commissioner of Corrections, has emphasized the significance of structured rehabilitation programs while ensuring public safety through strict evaluations of any temporary release.
Furthermore, partnerships between ministries, such as the Ministry of Youth and the FCS, are being formed to support the personal development and reintegration of youth inmates through various training and rehabilitation programs. With these initiatives in place, there is a hopeful outlook for reducing recidivism and fostering an environment where ex-inmates can successfully reintegrate into society.
