Papua New Guinea’s State Enterprises Minister, William Duma, has raised concerns regarding Starlink’s anticipated market entry, urging PNG DataCo to prepare for potential disruptions. During a recent meeting of Kumul Consolidated Holdings Limited in Port Moresby, Duma highlighted the importance of proactive strategies in response to the global satellite internet provider’s interest in Papua New Guinea.
Duma noted that despite DataCo’s commitment to commence debt servicing of its KSCN-1 loan in 2025, the company’s struggles with low broadband capacity utilization must not be overlooked. The looming competition from Starlink, which is renowned for its innovative low-earth orbit satellite technology that offers high-speed internet, adds a layer of urgency to the situation.
Furthermore, Duma called on another state-owned enterprise, Telikom, to enhance its adaptability amidst rising competition in the telecommunications sector. He stressed the need for both companies to ensure they stay competitive moving forward.
Adding to the complexity, Information and Communications Technology Minister Timothy Masiu conveyed that Starlink has not yet obtained necessary licenses to operate in the country, with approvals currently stalled due to a directive from the Ombudsman Commission that prohibits the issuance of network operator licenses to Starlink until further notice. This situation leads NICTA to pursue a legal challenge against the directive, keeping Starlink’s launch in Papua New Guinea uncertain.
