Indonesia is advocating for Papua New Guinea (PNG) to join the Association of Southeast Asian Nations (ASEAN), but certain challenges must be addressed according to ASEAN Secretary-General Kao Kim Hourn. During a recent briefing, Kao highlighted the discussion initiated by Indonesian President Prabowo Subianto at the ASEAN leaders’ summit in Malaysia, where he suggested that both PNG and Timor-Leste should become members to enhance ASEAN’s global influence.
However, Kao pointed out that the ASEAN Charter, which currently lists 11 member states, presents significant hurdles for PNG’s membership. The charter requires the consensus of all existing members for the inclusion of any new country and may necessitate an amendment to the charter itself. Furthermore, Kao explained that while the charter does not strictly limit ASEAN to 11 members, geographically, PNG lies outside Southeast Asia, complicating its path to membership.
The charter establishes criteria for potential new members, emphasizing that they should be located within Southeast Asia, which PNG does not satisfy. The only exceptions surrounding this requirement pertain to exceptions previously made for Timor-Leste, which is on track to be confirmed as a full member.
This initiative reflects Indonesia’s interest in expanding regional collaboration and enhancing ASEAN’s role amid evolving geopolitical landscapes. It also reiterates current discussions on PNG’s aspirations for deeper integration into regional political and economic frameworks.
The future of this dialogue may hinge on how ASEAN members navigate both regional interests and collective security as they confront external influences, particularly amid China’s rising presence in the Pacific. Enhanced cooperation within ASEAN could create a more resilient Southeast Asia.
