Transparency International in Papua New Guinea (TIPNG) has voiced significant concerns over the potential for another electoral disaster in the upcoming 2027 elections. The watchdog cited a lack of corrective measures in response to the failings observed during the 2022 elections, which were marred by unprecedented violence and disarray.
The organization has monitored the electoral process in PNG for over twenty years and found that systemic flaws continue to compromise the integrity of elections. Issues identified in 2022 included serious inaccuracies in the electoral roll, inadequate enforcement against electoral offenses, and significant lapses in adhering to constitutional mandates. Additionally, the chaotic atmosphere during ballot counting and seat declarations, coupled with a surge in election-related violence and gun proliferation, was alarming.
A Special Parliamentary Committee established after the 2022 elections proposed 70 recommendations aimed at reforming the electoral process. However, these recommendations are yet to be discussed by members of parliament. TIPNG’s chair, Peter Aitsi, emphasized the need for a consistent and supportive electoral planning cycle, noting that last-minute solutions are insufficient to address the deep-rooted issues facing the system.
Aitsi expressed urgency for action from both the Electoral Commission and the government, pointing out that challenges faced in the past should prompt national leaders to take serious measures to safeguard democracy. He also highlighted a troubling lack of prioritization, as indicated by the recent budget allocations to the Electoral Commission, which failed to increase resources necessary for non-election years. This situation weakens the Commission’s capacity to prepare adequately for the next elections, posing a serious risk to their integrity.
In light of these challenges, there remains an opportunity for reform and commitment to a more robust electoral process in Papua New Guinea. As we approach the 2027 elections, it is crucial that leaders take responsibility for these issues and prioritize the democratic processes that serve the nation. With concerted efforts and engagement from all stakeholders, a more transparent and fair electoral system can be nurtured, setting a hopeful tone for the future of governance in PNG.
Summary: TIPNG warns of a potential electoral disaster in Papua New Guinea for the upcoming 2027 elections due to unresolved issues from the flawed 2022 elections. Issues highlighted include inaccuracies in the electoral roll, lack of enforcement of election laws, and inadequate preparations due to low budget allocations for the Electoral Commission. Urgent action from government leaders and the Electoral Commission is essential to ensure a fair electoral process in the future.
