Former Permanent Secretary to the Office of the Prime Minister, Jioji Kotobalavu, has praised Prime Minister Sitiveni Rabuka for his recent decision to appoint Opposition Members of Parliament (MPs) to crucial ministerial positions, labeling it a “smart move.” This decision is seen as a significant opportunity to enhance the leadership of the People’s Coalition Government.
Under the authority granted by Section 92 of the 2013 Constitution, Prime Minister Rabuka has the power to appoint ministers and assistant ministers. What distinguishes this move is the inclusion of Opposition MPs—typically, only members of the ruling party fill these roles within a parliamentary system. Kotobalavu clarified that these appointments have been made possible because the MPs are recognized as “cross-bench MPs,” a status approved by the Speaker of Parliament, which allows them to serve in these roles despite their opposition status.
Kotobalavu believes that this reshuffle could lead to substantial positive implications for government functionality, enhancing its capacity to serve citizens effectively and efficiently. He described PM Rabuka’s strategy as a pragmatic one that not only strengthens the People’s Coalition Government but also bolsters Rabuka’s leadership within both the government and his own People’s Alliance party.
As part of this reshuffle, there are plans to appoint Assistant Ministers in key departments such as Public Works, Justice, and Health. This initiative aims to reduce the burden on the Prime Minister and improve service delivery across the government.
Moreover, the reshuffle reflects a broader trend towards inclusivity and cooperation across party lines, suggesting a more united approach to governance. This development is viewed as a hopeful sign for effective leadership, indicating that bipartisan collaboration could enhance government operations and better address the needs of the Fijian populace.
In summary, by appointing Opposition members to significant positions, PM Rabuka may be paving the way for a more effective and cooperative governance structure, potentially improving political ties and service delivery during the final stages of the coalition government’s term. The change fosters a climate of adaptability and unity, which holds promise for addressing future challenges and opportunities effectively.
