Former Permanent Secretary to the Office of the Prime Minister, Jioji Kotobalavu, has praised Prime Minister Sitiveni Rabuka for his decision to appoint members of the Opposition to key ministerial positions, describing it as a “smart move” that could significantly enhance the governance of the People’s Coalition Government. Kotobalavu noted that this approach not only showcases the Prime Minister’s strategic thinking but also embodies a broader commitment to inclusivity within the government.

Highlighting the legal framework for such appointments, Kotobalavu pointed out that under Section 92 of the 2013 Constitution, Prime Minister Rabuka is fully authorized to appoint ministers and assistant ministers, including those from the opposition. He explained that the current opposition MPs have been designated as “cross-bench MPs” with the approval of the Speaker of Parliament, allowing them to serve in these roles—something that is generally reserved for government members.

Kotobalavu believes this reshuffle will lead to positive long-term effects for the government’s ability to address citizens’ needs more effectively. He remarked, “This pragmatic decision by PM Rabuka not only strengthens the leadership of the People’s Coalition Government but also improves service delivery to the people.” The reshuffle is expected to bolster both Rabuka’s authority and the efficiency of his administration as it prepares for the final two years of its term.

This move aligns with Rabuka’s broader strategy to relieve some of his workload by redistributing responsibilities within his cabinet, which includes the potential appointment of Assistant Ministers across crucial ministries like Public Works, Justice, and Health. The anticipation of collaboration between the government and the Bloc of 9 in the Opposition adds an element of unity to the restructuring, ultimately aiming for a more effective governance model.
