Josua Waqanivalu, the environment officer for the iTaukei Land Trust Board (TLTB), has emphasized the importance of master land use plans to address lease and licence issues. Waqanivalu points out that the previous approach of waiting for individuals to request land for purposes such as housing or tourism resulted in a piecemeal system without structure. Having a master land use plan allows for distinct sections for different uses, such as tourism, to be predetermined before leases are given. The plan will also orientate state officials issuing leases through an overlay system.
