On Wednesday, the Papua New Guinea Parliament ratified a significant treaty with the Federated States of Micronesia, solidifying the maritime boundary between the two nations. This treaty, which required ratification due to amendments made since its initial signing in 2015, is crucial for securing national jurisdiction over marine resources. It also includes provisions aimed at fostering cooperation in managing both living and non-living resources within the designated maritime areas.
Located to the north of Papua New Guinea, the Federated States of Micronesia shares a maritime boundary with PNG. The original maritime boundary agreement was established in 1991 and later amended in 2015, delineating the Exclusive Economic Zone (EEZ) boundary between the two countries. This boundary spans approximately 426 nautical miles and is defined by nearly 40 geodesic points, effectively separating the EEZs generated by the southernmost atolls of FSM and various PNG islands.
The recent approval by Parliament marks a crucial milestone for both nations, as it formally establishes the maritime boundary within which Papua New Guinea and FSM can exercise sovereign rights to explore and utilize their respective sea and seabed resources. This treaty is expected to enable not only the exploration and use of these resources but also the conservation efforts necessary to sustain them, promoting collaboration between the two countries.
Despite previous complications involving errors in the geographical coordinates of the agreement, the finalized treaty reflects a concerted effort to ensure clarity and accuracy in defining maritime boundaries. It was originally signed by former prime minister Peter O’Neill and former FSM president Peter Christian during the Pacific Islands Forum Meeting in Port Moresby in 2015. Moreover, supporting legislation was enacted by Parliament in July 2015, underscoring the commitment to this maritime initiative.
Numerous national agencies, including the Departments of Foreign Affairs, Justice, and Fisheries, played vital roles in finalizing the treaty, highlighting the collaborative efforts on behalf of the National Government. This momentous step is anticipated to lead to increased cooperation and benefits for both Papua New Guinea and the Federated States of Micronesia, fostering sustainable development of their shared marine resources.
