Palau’s President Surangel Whipps Jr. is set to highlight the critical role that science and technology can play in ocean stewardship for small island nations at the upcoming 13th World Ocean Summit. The event, scheduled for March 4-5, 2026, in Montreal, Canada, operates under the theme “Innovate, Protect, Prosper: Securing Our Ocean Future,” bringing together global leaders, experts, and innovators to influence the future of ocean governance and the blue economy.
President Whipps plans to share his vision for a sustainable ocean future rooted in innovation, responsible management, and international cooperation. He emphasizes the necessity for inclusive access to marine technologies, advocating for enhanced protection of deep-sea ecosystems while championing a blue economy that fosters both conservation and community development. “As small island nations, we are custodians of vast ocean areas that sustain the planet,” he remarked, emphasizing Palau’s commitment to harmonizing innovation with environmental stewardship.
In conjunction with this summit, Whipps is gearing up to host the Pacific Islands Forum and the preparations for COP31, where he will urge for stronger collaborations among governments, the private sector, and philanthropic organizations to empower the Pacific’s efforts in ocean and climate initiatives.
Moreover, to bolster its marine protection capabilities, President Whipps recently signed a Memorandum of Understanding (MOU) with Biosphere Dynamics LLC. This collaboration aims to enhance Palau’s maritime domain awareness by utilizing long-range unmanned aerial systems and advanced analytics tools to combat Illegal, Unreported, and Unregulated (IUU) fishing activities within their expansive 600,000 square kilometer Exclusive Economic Zone (EEZ).
The partnership will not only aid in enforcing maritime laws but will also ensure that the data gathered remains within Palau’s sovereign jurisdiction. Additionally, the cooperation includes training programs for Palauan personnel, improving evidence collection for enforcement purposes, and creating a model for EEZ monitoring that could serve as a template for other members of the Pacific Islands Forum, reinforcing a united approach to ocean preservation and supporting global biodiversity targets.
Through these initiatives, Palau is dedicated to safeguarding its rich marine resources, promoting sustainable fisheries, and ensuring national security for future generations, showcasing a hopeful path toward a resilient and prosperous ocean future.
