Palau President Surangel Whipps Jr. has signed Executive Order No. 491 to establish the Coordinated Maritime Management (CMM) Working Group, aimed at enhancing the protection of Palau’s waters through a collaborative government effort. This new initiative addresses ocean-related threats, including illegal fishing and safety emergencies, by uniting over a dozen governmental agencies under a cohesive framework.

President Whipps emphasized the importance of the ocean to Palau’s food security, economic stability, and safety, stating, “We all depend on the ocean.” The creation of this working group is seen as crucial in response to the fragmented maritime responses that persisted despite the establishment of the Joint Operations Centre in 2021.

The CMM Working Group, which will include top officials from various sectors, will be jointly led by the Bureau of Public Safety and the Bureau of Marine Transportation. Key members will also represent public health, fisheries, customs, environment, tourism, and foreign affairs. This diverse composition is expected to facilitate swift communication and coordinated efforts during maritime emergencies.

The group is mandated to convene monthly at the Joint Operations Centre, reviewing incidents such as search and rescue operations, encounters with suspicious vessels, and law enforcement activities. It will also work on developing clear operational procedures and conduct annual training exercises while collaborating with international partners and the private sector.

This executive order replaces the previous National Search and Rescue Committee, which aligns with efforts to eliminate overlaps and bolster coordination among agencies. The first meeting of the CMM Working Group is required to occur within 30 days and will continue for two years with an option for extension.

Officials anticipate that this proactive measure will not only strengthen Palau’s maritime defense but also foster relationships with allies and sectors that rely on ocean resources. This approach mirrors the growing commitment among Pacific nations to uplift ocean conservation efforts, as seen in recent regional discussions around treaties like the Marine Biodiversity of Areas Beyond National Jurisdiction (BBNJ) Agreement.
