Pacific governments are proactively working to enhance support for survivors of gender-based violence (GBV) with the introduction of the Regional Gender-Based Violence Counselling Framework. This initiative, led by Pacific nations, aims to convert existing laws into tangible, accessible services for victims in the region.

Neomai Maravuakula, the Team Leader for Governance and Institutional Strengthening at the Human Rights and Social Development Division of the Pacific Community, emphasizes that while many Pacific countries have established domestic violence laws, significant gaps remain. Currently, only three countries have national standards regarding GBV, leaving many survivors without essential support services.

The newly launched framework seeks to bridge this gap by offering technical expertise and practical guidance tailored to help governments implement effective support systems for survivors. It has been developed through extensive consultations with local organizations and communities to ensure that it resonates with the specific challenges faced in Pacific societies.

“The whole purpose of the Regional Gender-Based Violence Counselling Framework is to move the region forward collaboratively,” Maravuakula states. She highlights that this initiative is just the beginning, as two additional regional resources are in the pipeline. These resources are designed to provide a comprehensive support system for survivors across the Pacific Islands.

The framework adapts international standards to fit the Pacific context, aiming to create safe and accessible services that empower survivors to come forward while encouraging governments to reinforce their legal frameworks. Margot Szamier from New Zealand’s Ministry of Foreign Affairs noted the country’s commitment to supporting the Pacific Community through technical assistance and capacity building efforts.

“We are backing the region’s leadership in their dedication to gender equality and their strategies to combat gender inequality and violence against women and girls,” Szamier remarked.

The launch of the Regional Gender-Based Violence Counselling Framework represents a significant step towards improving responses to GBV throughout the Pacific, with further regional resources in development to provide consistent and effective support for survivors. This initiative not only signifies hope for victims seeking assistance but also reflects a collective ambition to enhance gender equality in the region.
