Twelve member nations of the Pacific Islands Forum Fisheries Agency (FFA) recently wrapped up Operation Rai Balang 2025, which successfully identified seven high-risk vessels in a massive area of 14 million square kilometers of the Pacific Ocean. This operation, conducted from March 3 to March 31, leveraged advanced technology, intensive training, and enhanced coordination to combat illegal fishing.
Throughout the operation, FFA members executed 96 inspections, reached out to 189 vessels, and processed an impressive 7,629 satellite detections. FFA Director-General Noan Pakop highlighted the pivotal role of intelligence analysis in crafting effective surveillance and operational strategies. He pointed out that daily intelligence gathering at the Regional Fisheries Surveillance Centre was critical in identifying and preventing illegal fishing incidents.
Pakop expressed gratitude toward the participating countries, including Australia, the Federated States of Micronesia, Kiribati, Nauru, New Zealand, Palau, Papua New Guinea, the Republic of Marshall Islands, Samoa, the Solomon Islands, Tuvalu, and Vanuatu. He also acknowledged the backing from Pacific QUADs and emphasized the ongoing collaboration with partners dedicated to monitoring, control, and enforcement initiatives against illegal, unreported, and unregulated (IUU) fishing.
The FFA employed cutting-edge maritime technology during the operation, utilizing tools like TUFMAN 2 for tuna fisheries data management, HawkEye 360 for radio-frequency tracking, and satellite imaging from Maxar. The operation revealed potential non-compliance with conservation measures in both Exclusive Economic Zones and adjacent high seas, setting the stage for future enforcement actions at both national and regional levels.
This proactive undertaking highlights the commitment of Pacific Island nations to protect their marine resources, which are crucial for their economic stability and food security.
