Regional partners are urging Fiji to accelerate its ratification of the Biodiversity Beyond National Jurisdiction (BBNJ) Agreement as Pacific nations make progress in upholding their commitments under the United Nations Convention on the Law of the Sea. Adopted on June 19, 2023, the BBNJ Agreement emphasizes the conservation and sustainable use of marine biological diversity in areas beyond national boundaries.

In response to this initiative, Samoa is taking proactive steps by hosting a national workshop aimed at enhancing the implementation of the BBNJ Agreement. Organized in collaboration with the Office of the Pacific Ocean Commissioner (OPOC) and the International Union for Conservation of Nature (IUCN), the workshop will clarify the roles of key stakeholders and synchronize existing policies with the objectives of the agreement. IUCN’s Oceania Regional Director, Leituala Kuiniselani Toelupe Tago, has underscored the framework’s significance, especially for Pacific nations that depend heavily on ocean resources. She pointed out the critical threats of overexploitation and climate change impacting marine ecosystems, reinforcing the need for stronger collaborative endeavors to safeguard biodiversity beyond national jurisdictions.

Recent discussions indicate that ratification alone is insufficient; effective governance of marine biological diversity requires comprehensive implementation. This includes engaging scientists, Indigenous Peoples, and local communities in the policy-making process related to ocean management. Dr. Filimon Manoni, the Pacific Ocean Commissioner, has praised Samoa’s efforts to foster regional cooperation. Notably, the Republic of the Marshall Islands has ratified the agreement, while Kiribati has signed on as well.

The prevailing mood across the Pacific reflects a hopeful trend toward enhanced collaboration in ocean governance. The dedication to sustainability and inclusive participation highlights a collective drive to ensure robust marine ecosystems, which are essential for the communities reliant on these resources. By maintaining dialogue and building partnerships, Pacific nations are paving the way for a brighter and more resilient future for both their oceans and their people.
