New Zealand and Australia have urged the Asian Development Bank (ADB) to align its project procurement processes with the Pacific Quality Infrastructure Principles. This call comes as both countries recognize that the Pacific region functions within a distinct procurement market that is particularly vulnerable to climate change and economic challenges.

New Zealand’s alternate governor Adele Plummer emphasized the need for ADB to prioritize quality at each stage of the procurement process, from project design to implementation. Plummer also advocated for robust review mechanisms to capture lessons learned and foster continuous improvement. In her view, adhering to the Pacific Quality Infrastructure Principles is vital to enhancing the integrity of decision-making, thereby maximizing the positive impacts of infrastructure investments in the region.

Echoing these sentiments, Australia’s ADB temporary governor Rachel Thompson highlighted the importance of integrating value-for-money principles into infrastructure procurement. She stressed the accountability of contractors for poor performance and the need to focus on benefiting local communities through sustainable practices. Thompson urged the ADB to avoid perpetuating a cycle of “build, deteriorate, and rebuild,” advocating for a more efficient approach to infrastructure development in the Pacific.

The Pacific Quality Infrastructure Principles are aimed at ensuring that infrastructure investments provide local employment, factor in environmental considerations, strengthen climate resilience, and promote economic efficiency. Upholding these principles is not only essential for current projects but is also a forward-looking strategy for the future of Pacific island nations.
