The Pacific Islands Forum Leaders have reiterated their acceptance of Indonesia’s sovereignty over West Papua, while simultaneously advocating for a long-awaited mission focused on human rights in the region. In a communique issued by the leaders, they referred back to Indonesia’s 2018 invitation for a UN-led mission and agreed to facilitate a visit by Forum Leaders Envoys in 2026. The Forum Secretariat has been charged with working collaboratively with Indonesian officials, alongside consulting the Melanesian Spearhead Group Secretariat, to actualize this mission.
These developments arise amid regional sensitivity regarding West Papua, with calls for more assertive action on human rights issues from some member states. The Forum continues to navigate a delicate balance between respecting Indonesia’s sovereignty and advocating for global human rights oversight.
Aside from the West Papua issues, the Forum’s discussions brought attention to broader regional challenges. Of particular concern were nuclear legacy issues that threaten the Pacific’s nuclear-free aspirations. The political situation in New Caledonia was highlighted as being at a “critical juncture,” with the Forum expressing ongoing support for the region in light of the Bougival Accord negotiations. The leaders urged for inclusive dialogue among all stakeholders to promote peaceful political transitions.
The communique emphasized the need for consistent and structured regional engagement amidst increasing international interest. The leaders stressed the importance of maintaining a unified and credible regional voice to promote the Forum’s priorities effectively. They positioned themselves as custodians of regional political integrity, focusing on both heightening global involvement and maintaining the Pacific’s unified position.
The ongoing issues around West Papua also featured prominently in previous calls to action by Pacific civil society organizations. Throughout past meetings, there have been urgent pleas for independent scrutiny and humanitarian responses for displaced communities, particularly urging the inclusion of a UN fact-finding mission. Past advocates have maintained focus on human rights through civil society initiatives and have emphasized the regional and global implications of crises in places such as West Papua.
