The Pacific Islands Forum Troika Leaders gathered for their first in-person meeting of 2026 in Brisbane, Australia, reaffirming their commitment to unity, regional solidarity, and collective leadership amidst increasing global uncertainty. The meeting included prominent figures such as Jeremiah Manele, Chair of the Forum and Prime Minister of the Solomon Islands; Surangel Whipps, the incoming Forum Chair and President of Palau; and Lord Fakafanua, the Prime Minister of Tonga, who was attending his first Troika meeting following his recent appointment.

During the meeting, the Troika Leaders engaged in constructive discussions concerning follow-up actions from the 54th Pacific Islands Forum Leaders’ Meeting. Key topics included the Review of the Regional Architecture, strategic planning for 2026, and preparations for both regional and international engagements. This dialogue underscored the essential role of the Forum as a central political platform for Pacific Leaders, enabling them to advance shared priorities, accommodate diverse viewpoints, and enhance regional unity.

Prime Minister Manele welcomed Prime Minister Fakafanua, emphasizing that his participation signifies the continuity and inclusivity inherent in the Forum family. Secretary General Baron Waqa noted the importance of the meeting, asserting that the Troika continues to play a crucial role in fostering unity and confidence within Forum processes.

“At a time of heightened regional and global attention, the Pacific Islands Forum remains a trusted environment for Pacific leaders to engage openly, resolve differences, and collectively pursue shared goals, embodying the spirit of ‘Iumi Tugeda’,” Waqa stated.

Also participating in the discussions was Australia’s Minister for Climate Change and Energy, Chris Bowen MP, who contributed to talks regarding preparations for COP31 and the arrangements for the Pre-COP 31 Meeting and related Pacific engagements. The outcomes and recommendations from the Troika’s discussions will be communicated by the Forum Chair to all Forum Leaders for their consideration and guidance, consistent with the established Forum processes.

This meeting illustrates the ongoing commitment of Pacific Islands leaders to work collaboratively in addressing pressing issues, reinforcing the strength of regional cooperation in an ever-evolving global landscape.
