Human rights are intricately woven into the Climate Mobility framework, resonating with the core values of Pacific nations and adhering to international standards, while maintaining a commitment to continuous community consultations. Heike Alefsen, a representative from the Office of the United Nations High Commissioner for Human Rights (OHCHR), emphasized that human rights are fundamental and largely undisputed, given the constitutional commitments of Pacific countries.

Alefsen stated that the framework addresses essential rights encompassing food, water, housing, movement, life, culture, and traditional knowledge. She highlighted the significance of regional standards, such as the Calder Centre’s 13 principles, in enhancing accountability and access to justice, as well as in promoting cultural rights. The implementation plan features a dedicated pillar that emphasizes rights-based approaches.

Community consultations have played a pivotal role in shaping the discourse surrounding these rights, with an active participation from civil society and human rights defenders ensuring a wide array of voices contributed to the framework’s development. Alefsen noted that this process exemplified human rights principles through inclusive dialogue and consensus-building, fostering optimism for successful future implementation that honors participation and non-discrimination.

A unique Pacific perspective on rights emphasizes the importance of community harmony. In discussions led by Tuvalu, there was an emphasis on the need to balance individual rights with community obligations to prevent harm to others. The collective nature of rights is a reflection of Pacific cultural values, as explained by Alefsen. She remarked that this nuanced interpretation continues to direct the framework’s progress to align with regional realities, while ongoing discussions ensure that the protections of rights are consistent with Pacific worldviews and contribute to maintaining community cohesion.
