Former Permanent Secretary to the Office of the Prime Minister, Jioji Kotobalavu, has expressed his strong endorsement of Prime Minister Sitiveni Rabuka’s recent decision to appoint Opposition Members of Parliament (MPs) to significant ministerial roles, labeling the move a “smart choice.” Kotobalavu believes this strategic decision could substantially enhance the leadership and governance of the People’s Coalition Government.

According to Kotobalavu, Prime Minister Rabuka’s authority to make these appointments is grounded in Section 92 of the 2013 Constitution, which empowers him to select ministers and assistant ministers from a wider pool, including opposition members. Typically, ministerial positions within parliamentary systems are reserved for ruling party affiliates, making the inclusion of Opposition MPs noteworthy. These MPs have been granted “cross-bench” status by the Speaker of Parliament, allowing their constitutionally valid participation in government roles.

Kotobalavu emphasized that this reshuffle has the potential for positive lasting impacts on government functionality, enhancing its capability to govern effectively while improving public service delivery. He described PM Rabuka’s approach as pragmatically astute, stating it not only strengthens the People’s Coalition Government but also consolidates Rabuka’s leadership within his party.

The reshuffle comes with an expectation to introduce Assistant Ministers in crucial sectors such as Public Works, Justice, and Health, aimed at easing the Prime Minister’s workload and enhancing operational efficiency. Kotobalavu noted that this strategy signifies a broader trend toward inclusivity and collaboration across party lines, fostering a more unified governmental approach.

This move represents a hopeful outlook for the political landscape in Fiji, showcasing the potential for bipartisan cooperation to yield substantial benefits for the populace as the coalition government prepares to tackle both current and future challenges. By embracing a cooperative governance structure, PM Rabuka’s initiative may strengthen political ties and improve the efficiency of public service delivery, catering to the diverse needs of the Fijian people moving forward.
