Beyond the headline

The New Zealand Ministry of Foreign Affairs and Trade (MFAT) has begun recruiting three senior technical advisers to work with the Government of Niue as part of a programme to strengthen the island’s public services, revenue systems and infrastructure. The roles, all based primarily in Alofi, are intended to bolster local capability and support long‑term fiscal and operational resilience for the small Pacific jurisdiction.

MFAT is seeking a Principal Adviser – Revenue Strategy to lead revenue reform and strengthen collection systems. The ministry says the role is aimed at driving reforms that underpin government fiscal sustainability; applicants should be senior specialists with considerable experience in revenue administration, taxation, economics or public financial management (10+ years), and strong advisory and change‑management skills.

A second vacancy is for an Internal Auditor for the Government of Niue to lead government‑wide financial audits, reinforce internal controls and assist in fraud prevention and capability building. MFAT’s advertisement highlights the need for a CA/CPA‑qualified senior auditor with public‑sector experience, sound investigative skills and the capacity to maintain independence in a small‑state context.

The third position is for an Electrical Inspector / Electrician to provide hands‑on technical support for Niue’s power network. Responsibilities include inspecting and repairing power meters and fuse boxes, identifying faults and tampering, and helping to make the electricity network safer and more reliable. The role is targeted at qualified electricians or electrical inspectors with at least five years’ experience in metering, diagnostics and field‑based electrical work, preferably with exposure to remote or Pacific settings.

In recent years, regional partners, including Australia and New Zealand, have increased support for revenue administration and public‑sector strengthening in island states to improve tax collection, service delivery and fiscal transparency.

For Niue, a self‑governing state in free association with New Zealand, the advisers are expected to help address the practical challenges of delivering essential services across a small population and limited administrative resources. By embedding advisers in Alofi, the initiative aims to transfer skills to Niuean officials and create more sustainable institutional capacity beyond the advisers’ tenures.
