Nurses Exempt as Civil Servants Face Time-Off Restrictions

The Civil Service Ministry has announced that, with the exception of nurses, no other civil servants will be permitted to accumulate time-off or overtime hours. Permanent Secretary Parmesh Chand issued a circular on July 26, indicating that time-off for civil servants below Band E must now be approved.

Chand explained that employees in Band E and below will receive compensation for overtime hours previously taken as time-off in lieu (TOIL) on an hour-for-hour basis or can use these hours at the discretion of the permanent secretaries. This measure is designed to prevent the loss of accrued TOIL hours for these civil servants.

He clarified that employees in Band F and above, excluding nurses, will not receive any compensation for TOIL. Permanent secretaries are urged to encourage these employees to utilize their owed time-off.

Furthermore, it was decided by the Public Service Commission that effective July 29, 2024, no new accruals or cases of TOIL will be accepted for Band F and higher positions, excluding nurses. Additionally, ministries have been informed that no extra funds will be allocated for overtime compensation, which must be managed within their current budgets.
