New Leadership Takes Charge: Moussa Saleh Batraki Appointed OACPS Secretary-General

Moussa Saleh Batraki has been appointed as the new Secretary-General of the Organisation of African, Caribbean, and Pacific States (OACPS), effective March 3, 2025. His appointment was announced during a Troika summit led by Angola’s President João Gonçalves Lourenço.

Batraki succeeds Georges Rebelo Pinto Chikoti, the former Secretary-General from Angola, who held the position since 2020. With an extensive career spanning over twenty years, Batraki has held significant roles, including Chad’s Minister of Economy, Planning, and International Cooperation, and Minister of Land Affairs, Housing, and Urban Planning in 2022. He has also served as a Technical Adviser to the President and was the National Authorising Officer for the European Development Fund’s 11th cycle.

His international experience includes collaborations with key organizations such as the United Nations and the African Union, working in various countries including Chad, Côte d’Ivoire, Somalia, the Democratic Republic of Congo, and Madagascar. Batraki is dedicated to key areas like security sector reform, democratic governance, rule of law, and peacebuilding.

In terms of academic credentials, Batraki holds an advanced diploma in Peace and Conflict Management from the World Peace Academy in Switzerland, as well as multiple master’s degrees in Governance of International Institutions and Political Science and International Relations. He is fluent in French, English, and Arabic.

This appointment reflects a commitment to leveraging experienced leaders in significant roles within international organizations, emphasizing collaborative efforts toward development and stability across regions.

In light of Batraki’s extensive background and commitment to significant issues affecting African and Caribbean nations, there is optimism that his leadership at the OACPS will be pivotal in strengthening cooperation and development initiatives in the Caribbean, Africa, and the Pacific regions.
