New Education Policy Could See Students Repeating Years Over Attendance and Grades

Students who fail to maintain a minimum of 80% attendance and score 50% or below in each subject will now face mandatory repetition, as outlined in the Ministry of Education’s new Student Retention and Progression Policy, effective from December 6. This marks the end of the previous no-repeat policy that automatically advanced students to the next grade level regardless of their academic performance.

The new regulations apply to all students from Years 1 to 12, requiring them to meet specific benchmarks to progress. Those who do not achieve at least 80% attendance and a passing score in all subjects may be compelled to repeat either a year or term, intended to reinforce core academic skills.

According to the policy, students not meeting the requisite academic standards will be evaluated through continuous assessment, with the possibility of repeating a term to ensure they have a solid grasp of essential competencies before advancing further. Additionally, chronic absenteeism—defined as missing more than 20% of school days—will also initiate a process of year-level or term repetition to address significant gaps in learning and encourage consistent attendance.

The policy mandates schools to establish early intervention and supportive measures for students who encounter difficulties, while also promoting engagement with families to resolve attendance and learning challenges. Exceptions to the attendance stipulations will be allowed for valid, documented reasons, including medical emergencies or sanctioned activities by the Ministry.

This policy aims to cultivate a safe, supportive, and inclusive educational environment for all students, ensuring they complete their fundamental education up to Year 10 with the necessary skills and knowledge. By implementing these measures, the Ministry of Education hopes to reduce learning gaps and foster a culture of responsibility and academic diligence among students.
