The proposed Counter-Narcotics Law aims to formally recognize faith-based organizations as essential partners in the fight against drug abuse through prevention, protection, and rehabilitation efforts. Former Parliamentarian Niko Nawaikula emphasized that churches and religious groups are often present in areas where government systems may struggle to operate effectively.
In his submission, Nawaikula asserted that combating drug issues should not rely solely on enforcement and penalties. Instead, the focus should shift towards community protection, particularly of vulnerable populations such as children and villagers, with faith-based organizations playing a crucial and structured role. These organizations, deeply rooted in community life, are typically the first to notice early signs of drug-related harm.
Given their established trust within communities, Nawaikula believes that faith groups should be formally integrated into the legal framework as recognized partners responsible for awareness programs, counseling, and rehabilitation services. He advocates for community protection to be a foundational element of the law and suggests designating schools and villages as narcotics protection zones, bolstered by monitoring committees comprising community members.
To further enhance these initiatives, Nawaikula proposes the inclusion of faith leaders in these monitoring committees, which would strengthen early warning systems and intervention strategies. He highlights that many individuals in rural areas are often more comfortable seeking help from church leaders rather than state agencies, thus underscoring the pivotal role faith institutions play in facilitating recovery.
Nawaikula concluded that empowering faith-based organizations alongside government bodies in the fight against substance abuse would provide a more comprehensive reflection of local realities and significantly enhance the national response to the growing drug threat. This collaborative approach not only aims to tackle the issue more effectively but also fosters social trust and engagement in community well-being.
