The proposed National Disaster Risk Management Bill aims to regulate international aid following disasters to prevent waste. Chairperson Ratu Rakuita Vakalalabure highlighted that the bill includes measures to oversee unsolicited bilateral donations to address potential disaster-related waste issues.
The legislation proposes the formation of single-window international facilitation teams and the development of a comprehensive multi-hazard early warning system that operates effectively at all levels. This includes integrating existing early warning systems from various sectors and institutions.
Ratu Rakuita noted that the technical capabilities for hazard monitoring and early warning would likely be centralized at the National Emergency Operation Centre, ensuring real-time communication with key institutions issuing warnings.
Additionally, the bill seeks to create a formal registration process for volunteer organizations wishing to engage in disaster response. This aims to establish a protective framework for volunteers, ensuring their safety while participating in emergency efforts.
A discussion on the proposed legislation is expected to take place in the near future.
